„Ових дана дискутовало се у министарству за науку и културу заједно са преставницима Народне омладине и савеза синдиката о прослави Нове године за дјецу и омладину. Закључено је да се Прослава Нове године организује што шире, да се учврсти као народни празник и да уједно ова прослава помогне, сузбије и одврати пажњу од светковања божићних празника код дјеце, школске омладине и омладине у опште.
Разматрајући ово питање, као и на предлог наших масовних организација која ће узимати најактивијег учешћа организовања у прослави Нове године, Министарство за науку и културу ријешило је да празник Нове године за све основне, ниже и средње стручне школе траје три дана…“
„Имајући у виду да прослава Нове године носи обиљежје народног празника, те да потисне и сузбије значај вјерских празника, потребно је за овај дан припремити и извести приредбе за одрасле, омладину и дјецу по свим школама. Избор и садржај програма треба да буде такав да престави лијеп и радостан доживљај за омладину и пионире, да се очисте од утицаја мистичких и симболичких обреда који су уз такве прославе често били везани.
Познато је да има мало драмске литературе погодне за овакве омладинске и пионирске приредбе. Па зато треба настојати да се оно што постоји искористи и да се надопуни другим добрим материјалом и рецитацијама, музичким програмом и слично. Не треба схватити да ове приредбе имају карактер чисто школске приредбе, с тим да главни носиоци буду омладина и дјеца, него напротив, да буду одраз бриге наше заједнице за њих.
Да би прослава добила такав карактер а у исто вријеме и карактер националног празника. У мјестима формирани су одбори од преставника масовних организација, то са њима ступите у контакт ради заједничког извођења прославе.
